European Information Society Institute, oz (EISI) joined the huge international coalition calling for an assessment of compliance of national legislation and activities related to the monitoring of electronic communication with the international obligations on human rights.
EISI have signed a set of 13 of them of key principles against uncontrolled surveillance, which first established an evaluation framework to assess practice in monitoring a&p electronic communications in the context of international commitments on human rights (more here and here).
These principles appeal to respect international human rights law, which obliges applies to all countries of the world, the government of the digital age. They emphasize a strengthening global consensus that modern surveillance has gone too far and should be restricted. a&p
"The law must be approved and to address the situation of fundamental interference with the privacy of individuals, which is made possible by modern communications technology."
"Technological progress is a powerful tool for democracy because it allows everyone to participate in society, but the increasing use of so-called. data mining intelligence agencies obscures the thin line between legitimate monitoring and arbitrary mass monitoring. "
Frank La Rue, UN Special Rapporteur on freedom of expression and opinion, again clearly pointed to the case of a direct relationship between monitoring by the State, privacy and freedom of expression in the latest report to the UN Human Rights:
"The right to privacy is often seen as a basic prerequisite for the realization of the right to freedom of expression. The unauthorized intrusion into the privacy of individuals can directly or indirectly limit the free development a&p and exchange of ideas. ... Violation of the right one can be both a cause and a consequence of a breach of another right. "
